Drought ReliefFlood Prevention And Emergency Water Supply Difficulties

According to the office of the national flood control and Drought Relief Headquarters, as of June 7th, the drought area of cultivated land in the whole country was 92 million 390 thousand mu, less than the average level of 163 million years (64 million 620 thousand mu), of which 64 million 620 thousand Mu was drought, 27 million 770 thousand mu for water shortage and 3 million 980 thousand for livestock.

Difficulty in drinking water

At present, the two provinces of Hunan and Jiangxi have been relieved of class III and IV drought emergency response.

The Central Meteorological Observatory predicts that in the next 10 days, there will be more precipitation in the middle and lower reaches of the Yangtze River, showing the characteristics of continuous time and regional concentration.

From 9 to 12, the rainfall ranges from 20 to 60 millimeters, and 90 to 150 millimeters in the northern part of the Yangtze River.

14 days later, the middle and lower reaches of the Yangtze River will also have a moderate to heavy rain and partial rainstorm.

Rainstorm blue warning lifted

The heavy rainfall process began to weaken in June 3rd, and the Central Meteorological Observatory released rainstorm at 6 o'clock on 7 th.

Blue warning

During the rainfall process, the two provinces of Hunan and Jiangxi had larger rainfall and the maximum rainfall reached 230 - 300 millimeters.

The head of the National Defense Office said that the meteorological drought will ease in the next few days. However, the flood situation in some parts of the south is developing rapidly. The situation of flood control and flood fighting is very serious. In the future, we must stick to flood control and drought relief, especially in the southwestern and early severe dry areas of the Yangtze River.

Flood control and emergency rescue

The plan will ensure flood safety in large rivers, large and medium reservoirs, key flood control areas, small and medium-sized rivers and small reservoirs, and prevent droughts and floods.

Drought has not yet been fundamentally relieved.

According to meteorological experts, the impact of the rainfall has effectively improved the situation of insufficient production and living water in the dry areas of the middle and lower reaches of the Yangtze River, and the drought in Jiangxi has basically been lifted.

The water level of some rivers and lakes in Hunan, Jiangxi, Guizhou and other provinces has increased, and the water area of Poyang Lake and Dongting Lake has increased significantly.

However, due to less rainfall, the central and northern parts of Anhui, the north central part of Jiangsu and the north and central parts of Hubei have not been effectively alleviated.

Zhang Xu, deputy director of the office of the national flood control and Drought Relief Headquarters, said that the heavy rainfall in the middle and lower reaches of the Yangtze River coincided basically with the heavy drought area, which played a positive role in improving soil moisture and alleviating farmland drought. It should be said that "timely rain" obviously alleviated the current drought.

Because of the long duration of drought, the one or two rains can not fundamentally relieve the drought.

Especially in the early stage, the water level of the river lake reservoir is on the low side, and the recovery of the water level also needs a process.

At the same time, the northern part of Hubei and Gansu, Inner Mongolia, northern North China, and the northeast and south western parts of the country have little rainfall, and the drought is still continuing.

In addition, 1 million 970 thousand people in the 5 provinces of the middle and lower reaches of the Yangtze River have difficulty in drinking water because of drought.

Medium rice pplanting completed nearly 40%

At present, it is an important period for early rice tiller, booting and seedling raising in middle and lower reaches of the Yangtze River.

Zhang Xu said that drought occurred in the "juncture" of early rice and mid season rice production, which caused difficulties in early rice planting, medium rice seedling raising and planting in some areas.

According to statistics, the five provinces in the middle and lower reaches of the Yangtze River plan to plant about 58000000 mu of early rice, which is basically completed.

Affected by this rainfall process, and drought relief efforts are being made in all parts of the drought area, various localities are taking advantage of the favorable opportunity to speed up the ploughing, planting and planting of rice fields.

In the five provinces, the average rice planting area is about 99000000 mu. At present, it has planted about 38000000 mu, accounting for 38% of the planned planting.

Three Gorges downstream water replenishment effect is obvious

Zhang Xu said that in order to alleviate the serious drought in the middle and lower reaches of the Yangtze River, the national defense total increased the discharge capacity of the Three Gorges reservoir. From May 25th to June 10th, the daily discharge of the Three Gorges Reservoir increased to 11 thousand to 12 thousand cubic meters per second, further lifting the water level of the middle and lower reaches of the Yangtze River.

This year, the Three Gorges reservoir has accumulated 20 billion 800 million cubic meters of water to the lower reaches.

At present, the Three Gorges' drought relief replenishment reaches about 200 million cubic meters per day. The effect of replenishing water is very obvious. The water level of each station in the middle and lower reaches of the Yangtze River rises by 1.39 - 3.04 meters compared with the recent minimum water level.

In addition, since the end of May, the Danjiangkou reservoir has maintained 800 cubic meters per second of the discharge volume for downstream replenishment, providing a drought resistant source for planting rice in Hubei province.
