Since January 1st this year, the rate of collection of VAT small scale taxpayers has been reduced to 3%, and the enterprise income tax has been levied on the established high-tech enterprises at a reduced tax rate of 15%.

A few days ago, the Zhejiang provincial government issued the "Implementation Opinions on accelerating industrial pformation and upgrading". In the future, Zhejiang will implement 12 policy measures, including tax relief, land supply and so on, and strive to achieve remarkable results in industrial pformation and upgrading in 3 years.

Specifically, the introduction of patent technology for independent innovation activities and the cost of patent technology amortization for R & D activities can be included in the scope of research and development expenses; the fixed assets of enterprises need to accelerate depreciation because of technological progress; they can shorten the depreciation years or adopt accelerated depreciation methods; from January 1, 2009, enterprises (VAT general taxpayers) can deduct the VAT contained in their purchase of machinery and equipment; and the enterprise income tax on the approved hi-tech enterprises at a reduced tax rate of 15%; and from January 1, 2009, the levy rate of VAT taxpayers is reduced to 3%.

In addition, the original provincial departments' industrial and technological financial funds will be integrated to a unified industrial pformation and upgrading special fund. This year's new 200 million yuan financial funds will also be used for technological pformation subsidies in these areas.

In the future, we will focus on cultivating three major industries. According to the "implementation opinions", Zhejiang will first vigorously develop the equipment manufacturing industry in the future, and improve the manufacturing level of power plants such as nuclear power, hydropower, thermal power and other important equipment such as rail pit equipment and large-scale petrochemical equipment.

Advanced textile, light industry, pharmaceutical, chemical, agricultural and other professional machinery and CNC precision machine tools, energy saving and environmental protection equipment, which are closely related to the traditional dominant industries, are listed as active development objects.

Energy saving and environment-friendly cars, medium and high grade buses and other automobiles and key components are listed among them.

Besides, high-tech industries and advanced port industries will also be the focus of future development.

The "implementation opinions" clearly stated that the high-tech industry will strive to form 7 key industries, such as communications and networking equipment, biological and new medicine, electronic components, instrumentation, new energy, new materials and software services, by 2012.

The advanced port industry is actively developed, and a number of major projects with high technical content, strong industrial drive, good economic benefit, energy saving and environmental protection are implemented in the three industrial fields of petrochemical, shipbuilding and steel.
